It allows you to install multiple copies of any windows OS into separate hard drive partitions. Not only that, but you can backup entire partitions and reinstall them in minutes if, for example, you suffer a virus or some other catastrophic event such as registry corruption etc. I have one partition with a minimalist windows XP installation, one with a XP installation for music apps, one for software development and one for web access. If one partion gets bloated I can go back to a clean installation in minutes.

As far as speed is concerned. As more and more software is loaded into any one windows installation it slows down. More registry access, more background services, more crap. Keeping multiple and smaller installations does work in this respect.
